Eligible operations must utilize purebred native bloodlines, specifically prioritizing Sahiwal, Gir, Tharparkar, and Gangatiri cattle. The regulatory guidelines mandate that all animals undergo a strict evaluation of their historical milk production capacity, be preferred for purchase directly from their native breeding tracts, and be in their first or second lactation cycles having calved within the previous 45 days. Additionally, the integration of mandatory identification ear-tagging and comprehensive livestock insurance profiles is strictly enforced to protect the asset base from biosecurity risks.
A defining characteristic of the Mini Nandini rollout is its focus on structural social equity and localized resource availability. To drive female financial independence and elevate rural women into formal commercial roles, the administration has legally reserved a strict 50 percent quota of all project allocations for women beneficiaries. To qualify for the state funding, applicants must hold a minimum of three years of certified cow or buffalo rearing experience verified by the Chief Veterinary Officer. Furthermore, entrepreneurs must prove undisputed operational access to at least 0.20 acres of land dedicated strictly to modern dairy infrastructure alongside 0.80 acres secured for scientific green fodder cultivation.
