Arunachal Targets Dairy Boom With NDDB Support Drive

New dairy plants, breeding programs and cooperative expansion plans aim to transform milk production in India’s northeastern hill state.

Arunachal Pradesh is preparing for a major dairy sector expansion after high-level talks with the National Dairy Development Board focused on infrastructure, breeding and cooperative development. Discussions were held during a regional animal husbandry and fisheries meeting in Mizoram, where state officials and NDDB representatives explored strategies to strengthen dairy-based livelihoods and improve milk supply systems across the northeastern state.

A key challenge identified during the meeting was the high transportation cost of bringing High Genetic Merit cattle into Arunachal Pradesh from states such as Uttar Pradesh, Bihar and Andhra Pradesh. NDDB committed to raising the issue with Indian Railways to reduce transport expenses. The board also agreed to provide free doses of sex-sorted semen from its Sabarmati Artificial Insemination Centre, along with technical support to address low conception success rates currently affecting breeding programs.

Infrastructure development emerged as a major priority under the proposed collaboration. NDDB confirmed that Detailed Project Reports are being prepared for two new dairy plants, modernization of two existing facilities, establishment of Dairy Cooperative Societies, formation of Milk Unions and installation of Bulk Milk Coolers. These initiatives are intended to strengthen the state’s milk collection and processing network while helping Arunachal Pradesh secure funding through India’s White Revolution 2.0 programme.

The proposed investments include refurbishment projects at the Pasighat and Karsingsa dairy plants, alongside new dairy facilities planned for Namsai and Warjong. Authorities also discussed creating a 200-cow milch herd centre in West Kameng district to support fresh milk supply to the Tawang region. Additional plans include developing fodder farms and implementing a comprehensive state fodder strategy in partnership with the Indian Grassland and Fodder Research Institute.

Recognizing the state’s mountainous terrain and climatic conditions, NDDB proposed adapting the Ladakh dairy development model, which emphasizes smaller herd sizes and broader farmer participation. The organization also expressed interest in supporting small-scale biogas projects under the ANAND cooperative framework to encourage sustainable dairy farming. Both sides are expected to sign a formal memorandum of understanding next month, with NDDB officials scheduled to visit Arunachal Pradesh to finalize project timelines and assess on-ground conditions.
