Jammu Municipal Corporation drives environmental compliance and mandatory licensing across urban dairy units and gaushalas

Municipal authorities in Jammu issue notices to unregistered peri-urban cattle units, mandating scientific dung disposal, vermicomposting, and biogas integration under CPCB pollution guidelines.

The Jammu Municipal Corporation (JMC) has launched an intensive regulatory and awareness campaign aimed at enforcing strict environmental compliance across urban and peri-urban dairy farms and gaushalas (cattle shelters) operating within city limits. As reported by Daily Excelsior, the initiative is designed to transition unorganized dairy operations toward mandatory statutory registration and scientific manure management in accordance with environmental directives issued by the Central Pollution Control Board (CPCB).

Carried out by the JMC Veterinary Services Wing under the direction of Joint Commissioner (Health & Sanitation) Abdul Sattar, the field inspections targeted key dairy clusters across Rehari, Sarwal, Subash Nagar, and Paloura. During the drive, municipal veterinary officials issued approximately 15 formal notices to unregistered dairy unit operators who were operating without valid sanitary clearances and discharging untreated animal waste directly into the municipal drainage network.

Enforcement teams stressed that the unscientific flushing of cattle dung, urine, and milking yard wastewater into open civil storm drains causes recurring blockages, localized methane generation, vector-borne disease vectors, and heavy organic contamination of regional water bodies and rivers. Dairy farmers were instructed to implement decentralized circular-economy solutions, such as installing small-scale anaerobic biogas digesters, vermicomposting beds, and solid manure separation pits, turning livestock waste into high-value organic fertilizers and renewable domestic thermal energy.

According to Dr. Divya Sharma, Veterinary Assistant Surgeon at JMC, 113 dairy units have secured formal municipal registration to date after meeting stringent biosecurity, hygiene, and scientific waste disposal criteria. Operators were instructed on the municipality’s streamlined online licensing portal. Farms providing adequate floor space per animal (meeting minimum welfare standards), unhindered ventilation, and functional dung treatment mechanisms are granted provisional permits, followed by regular operational licensing under Section 324 of the Jammu and Kashmir Municipal Corporation Act, 2000.

From an agribusiness development and urban planning perspective, Jammu’s regulatory enforcement reflects the broader operational friction occurring across South Asia’s rapidly expanding secondary cities. While peri-urban dairying provides indispensable daily liquid milk to local consumer markets, informal and high-density animal holdings within municipal boundaries generate significant environmental and public health externalities. Moving into 2027, municipal strategies that combine regulatory enforcement with accessible manure valorization technologies will remain essential to integrate dairy livestock into urban bio-economies without compromising municipal hygiene.
