Union Minister Rajiv Ranjan Singh informs Parliament of nationwide expansions under NPDD, Rashtriya Gokul Mission, AHIDF, and National Livestock Mission.
Reporting by the Press Information Bureau (PIB) details a comprehensive statement presented to the Lok Sabha by Union Minister for Fisheries, Animal Husbandry and Dairying Rajiv Ranjan Singh (Lalan Singh) regarding central initiatives strengthening India’s dairy and livestock sectors. Addressing parliamentary inquiries, the minister affirmed that milk procurement prices continue to be determined by private dairies and cooperative unions based on market dynamics, adding that the ministry has received no reports indicating that dairy farmers are failing to receive remunerative prices due to margins between procurement and retail pricing.
Updating Parliament on dairy infrastructure, the minister highlighted achievements under the National Programme for Dairy Development (NPDD). As of June 2026, the scheme has facilitated the organization of 36,611 new Dairy Cooperative Societies and strengthened 34,557 existing village-level cooperatives. These interventions have created 168 lakh litres per day (LPD) in additional milk-chilling capacity and distributed 76,748 quality-testing devices. Complementing these efforts, the Animal Husbandry Infrastructure Development Fund (AHIDF) has approved processing and value-addition projects representing a total capacity of 418 lakh LPD.
Significant progress was reported under the Rashtriya Gokul Mission (RGM), targeting genetic improvement and indigenous breed development. Over the past five years, the Nationwide Artificial Insemination Programme completed more than 17.27 crore artificial inseminations benefiting 5.98 crore farmers. Key institutional milestones include training 47,687 rural technicians (MAITRIs), establishing 24 IVF laboratories, sanctioning 48 semen stations, and setting up heifer-rearing facilities—supported by targeted central allocations such as ₹125.21 crore utilized by Tamil Nadu.
Under the National Livestock Mission (NLM), central programs approved 4,084 breed multiplication farms, supported the production of 1.61 lakh metric tonnes of quality fodder seed, and sanctioned 204 silage and Total Mixed Ration (TMR) units. Furthermore, the NLM’s Entrepreneurship Development Programme sanctioned 4,291 projects involving a total outlay of ₹2,956.79 crore (with approved subsidies of ₹1,356.53 crore). Implemented via a fully digitized Public Finance Management System portal, these ventures are projected to create 21,000 direct jobs and benefit 91,000 farmers.
Addressing animal health, the minister detailed ongoing mass vaccination campaigns against Foot and Mouth Disease, Brucellosis, Peste des Petits Ruminants, and Classical Swine Fever under the Livestock Health and Disease Control Programme (LHDCP). Additionally, the report highlighted the successful evaluation of Pashujanya Yudh Abhyas (PYA)—a national mock exercise conducted in Madhya Pradesh from June 29 to July 3, 2026—which tested inter-agency coordination, surveillance protocols, biosafety, and emergency response mechanisms against potential zoonotic disease outbreaks.
