On the enforcement front, official data from the Food Safety and Drug Administration (FSDA) Department details extensive regulatory surveillance spanning nearly a decade, during which authorities conducted over 14.49 lakh intensive inspections and more than 2.10 lakh targeted raids. These operations identified over 1.37 lakh non-compliant food samples, resulting in the filing of more than 1.29 lakh court cases, multiple prison convictions, and the recovery of penalties exceeding ₹368 crore.

The regulatory crackdown has placed direct focus on eliminating toxic contaminants, chemical milk, and counterfeit dairy derivatives from the food chain. Recent statewide enforcement drives across major urban and trading centers—including Ghaziabad, Mathura, Saharanpur, Meerut, and Varanasi—led to the on-site seizure and destruction of thousands of quintals of adulterated khoya, fake paneer, and synthetic milk. Reinforcing public health safeguards, the government has imposed a complete ban on the manufacture and sale of vegetable-oil-based analogue products mimicking pure paneer, khoya, and ghee.

Complementing punitive enforcement, the state’s agricultural roadmap has driven significant structural growth across domestic milk production. Supported by state programs such as the Nand Baba Dugdh Mission—which focuses on reviving and strengthening village-level primary dairy cooperative societies—Uttar Pradesh has consolidated its position as India’s leading milk-producing state. In FY2024–25, the state recorded an output exceeding 388 lakh metric tonnes (38.8 million tonnes), contributing approximately 16 percent of India’s total national milk pool.
