The upcoming election for the 25-member board of directors of the Kolhapur District Cooperative Milk Producers’ Union—widely known by its flagship brand name Gokul—has developed into a high-stakes political battleground testing the stability of Maharashtra’s ruling Mahayuti coalition. Gangan in the Hindustan Times, the cooperative election scheduled for October 18 will see a unified opposition panel spearheaded by Congress leader Satej Patil confront the ruling Mahayuti alliance comprising the Bharatiya Janata Party (BJP), the Nationalist Congress Party (NCP), and the Shiv Sena. With roughly 441,000 milk producers connected to the network, the race carries immense political and financial leverage across Western Maharashtra.
Despite public commitments from Mahayuti leaders to contest the election as an undivided front, severe internal friction has surfaced. Over the weekend, following a strategy session led by senior minister Chandrakant Patil, the BJP abruptly filed nomination papers for all 25 director seats, widening the divide with its alliance partners right up against the official filing deadline. While local BJP leadership characterized the sweep as a tactical placeholder ahead of eventual amicable withdrawals, the unilateral move caught coalition partners off guard and exposed difficult unresolved negotiations over seat-sharing quotas.
The contest highlights the fragmented local alliances that have emerged since the 2021 cooperative elections, when Satej Patil and prominent NCP figure Hasan Mushrif jointly ran to secure control of the dairy board. Following Ajit Pawar’s split from the undivided NCP to join the BJP-led government in 2023, Mushrif and his son Navid Mushrif—the current chairman of Gokul Dairy—aligned with the ruling coalition, formally parting ways with Patil. However, grassroots synchronization remains fragile: local party insiders note that primary village milk societies loyal to Mushrif harbor deep reservations about voting for BJP candidates, with several local factions threatening cross-voting in favor of Patil’s panel.
The voting power rests with the designated representatives of 5,332 eligible primary village-level milk producer societies across Kolhapur’s tehsils. Competing factions are already staking claims over delegate allegiances; Mushrif’s camp claims to command supporting resolutions from more than 3,500 societies, an assertion contested by BJP Member of Parliament Dhananjay Mahadik, an influential power broker in the district. Tensions have been further exacerbated by past administrative actions, including the appointment of government administrators, the disqualification of certain opposition-affiliated societies, and perceived attempts to reshape the electoral roll in favor of ruling party figures.
For Maharashtra’s dairy cooperative landscape, the Gokul election underscores how deeply commercial milk federations remain tied to state and regional political machinery. Beyond brand stewardship and daily processing volumes, controlling Gokul delivers administrative authority over extensive rural supply networks, transport contracts, and procurement budgets. As senior ministers scramble to broker seat-sharing compromises before the final withdrawal deadline, the race reflects the complex operational and political challenges facing coalition management across India’s cooperative dairy heartland.
