Chief Minister Nayab Singh Saini outlines a sweeping push to scale milk procurement, expand plant capacity, and engage women-led Self-Help Groups under ‘Sahkar Se Samriddhi’.

Reporting by United News of India (UNI) details a comprehensive strategy announced by Haryana Chief Minister Nayab Singh Saini to expand the state’s cooperative dairy network and boost rural employment. Highlighting the iconic Murrah buffalo as Haryana’s core agricultural asset, the government plans to significantly scale processing infrastructure, improve value-added manufacturing, and broaden retail reach for the state’s flagship Vita brand under the national Sahkar Se Samriddhi (Prosperity through Cooperation) vision.

A cornerstone of the expansion involves integrating women-led Self-Help Groups (SHGs) and Primary Agricultural Cooperative Societies (PACS) into commercial milk collection. Over 140 SHGs have already partnered to supply milk through the cooperative grid, supported by state-funded animal sheds on panchayat land and enhanced financial incentives for producers. Additionally, the government is digitizing PACS and converting them into Multi-Purpose PACS (M-PACS) capable of managing 33 distinct rural commercial activities, including seed sales, cattle feed distribution, and Common Service Centres.

To absorb growing milk procurement—currently averaging 500,000 litres daily—the state is making major investments in downstream processing and cold-chain infrastructure. A new dairy processing plant in Bawal is being expanded in phases to reach a 500,000-litre daily capacity, alongside a 150,000-litre facility in Ambala. Furthermore, 21 new chilling centres (5,000 to 10,000-litre capacity each) are being deployed across districts to maintain raw milk quality and expand collection coverage.

On the commercial and retail front, Haryana is rapidly scaling the Vita distribution network by adding nearly 700 new retail booths to its existing 674 operating locations. The new outlets will be positioned in high-footfall public venues—including railway stations, civil hospitals, tourist sites, and group housing societies—modelled after the Jan Aushadhi Kendra retail framework. Vita is also entering new consumer segments with the launch of its own ice cream line and expanding sales channels into Indian Railways and defense canteens.

Ultimately, the multi-pronged initiative seeks to transform Haryana’s cooperative dairy model into a self-sustaining engine for rural job creation and co-op profitability. By pairing production incentives and digital governance with modern processing capacity and aggressive retail footprint growth, the state aims to enhance farmer incomes and secure a larger share of India’s competitive dairy market.
