
Cooperative expansion, infrastructure investment and market access aim to lift milk procurement and strengthen women’s role by 2028-29.
India’s Ministry of Cooperation has launched the cooperative-driven White Revolution 2.0, a national strategy designed to expand dairy cooperative coverage, generate rural employment and accelerate women’s empowerment across the milk value chain. The initiative targets a 50% increase in milk procurement by dairy cooperatives within five years, primarily by extending organized market access to producers in previously uncovered regions and strengthening the cooperative share in the formal dairy sector.
In absolute terms, cooperative milk procurement is projected to reach 1007 lakh kilograms per day by 2028-29. This growth is expected to be delivered through a dual approach: broadening cooperative coverage into new geographies while simultaneously deepening operational reach and efficiency in existing cooperative networks.
White Revolution 2.0 also addresses nutrition and rural development challenges through structural investments. Plans include establishing or reinforcing around 1,20,000 Dairy Cooperative Societies and multipurpose cooperative entities, integrating them into expanded or newly created milk collection routes, and deploying enabling infrastructure such as automatic milk collection systems, data processing units, testing equipment and bulk milk coolers to modernize dairy operations.
Funding for these interventions is being provided under the National Dairy Development Program 2.0 (NPDD 2.0) of the Department of Animal Husbandry & Dairying, ensuring implementation aligns with national dairy policy and infrastructure guidelines. The coordinated investment framework is intended to enhance supply chain reliability, improve milk quality assurance and expand income opportunities for producers.
Women remain central to the transformation envisioned under White Revolution 2.0. They account for nearly 70% of India’s dairy farming workforce, performing critical roles in animal care, feeding and milk production, yet often without formal recognition due to the sector’s unorganized structure. By establishing cooperative societies in every uncovered village or panchayat and strengthening thousands more, the initiative seeks to integrate more women dairy farmers into the organized cooperative economy, improving livelihoods, nutrition access and long-term sector resilience.
