The enforcement, led by senior municipal veterinary officer Dr. Varun Agarwal, was prompted by a specific public complaint lodged through the CM Helpline 1905. This intervention highlights the crucial role of civic complaint mechanisms in triggering necessary regulatory oversight in the agri-food supply chain.

Inspections of the two dairies, located in the Mehuwala Mafi Raipur block, were carried out rapidly—within 48 hours of receiving the complaint. The teams quickly confirmed multiple severe sanitation and regulatory violations. Key breaches included the failure to complete necessary registration formalities, untagged animals, and excessive overcrowding of livestock on the properties. Such breaches are often indicators of poor management and systemic issues in local dairy production.

A central finding of the investigation concerned extremely poor waste management practices, which pose a direct threat to public health. Inspectors found that the dairy owners were disposing of cow dung directly into open drains and accumulating large, unsanitary piles of it in open areas. Dr. Agarwal confirmed these conditions created significant environmental hazards, specifically generating excessive populations of mosquitoes, fleas, and larvae, increasing the risk of infection and public inconvenience in the surrounding community.

Following the immediate evidence of non-compliance, the MCD team executed firm penalties on October 13, including issuing official notices and enforcing significant financial challans (fines). The two dairy owners were penalized with fines of ₹16,500 and ₹20,000, respectively, totaling ₹36,500. This immediate financial consequence serves as a deterrent and signals the corporation’s zero-tolerance policy towards violations that compromise the quality and safety environment of local dairy operations.

The enforcement action concluded with a crucial educational component, as the MCD team guided the owners on required sanitation guidelines and stressed the paramount importance of preventing public inconvenience or animal suffering from infection. The corporation issued a final public request urging all dairy owners to maintain clean premises, ensure proper hygiene, and cease draining dung into open drainage systems, reiterating that any further offense will be met with “strict action.”
