Uttar Pradesh Dairy Policy Offers Incentives of Up to ₹5 Crore for Eligible Processing Units

Uttar Pradesh government provides capital subsidies, interest subvention, and export assistance to accelerate dairy processing investments.

The Government of Uttar Pradesh is driving private and cooperative investment across its dairy sector through the Dairy Development and Milk Products Promotion Policy, administered by the state’s Dairy Development Department. Established to stimulate capital deployment across India’s largest milk-producing state, the policy framework provides a structured suite of fiscal incentives designed to expand commercial processing capacity, accelerate value-added dairy manufacturing, and modernize farmgate chilling infrastructure. Qualifying activities under the program encompass manufacturing facilities for liquid milk, cheese, butter, ghee, paneer, curd, milk powder, and ice cream, alongside compound cattle-feed milling, bulk milk collection networks, advanced laboratory testing, and refrigerated distribution logistics.

A primary pillar of the program is a direct capital investment subsidy offering 10 percent of eligible project expenditure, capped at a maximum of Rs 5 crore for qualifying greenfield processing units and substantial brownfield expansion ventures. To qualify for expansion subsidies, processing plants must execute capital additions that increase installed production capacity by at least 25 percent, explicitly excluding routine equipment repairs, asset replacement, or working capital financing. Complementing capital grants, the policy provides interest reimbursement pegged at 5 percent or the actual borrowing rate, whichever is lower, for up to five years. Interest subvention ceilings are stratified by asset category, offering up to Rs 10 crore for new milk processing units, Rs 7.5 crore for animal nutrition plants, Rs 2.5 crore for technology modernization, and Rs 1 crore each for cold-chain infrastructure and farm-level traceability systems.

Beyond core capital asset allowances, the policy incorporates operational tax relief and intellectual property assistance to enhance manufacturing competitiveness. Eligible projects can secure complete reimbursement of stamp duties incurred on land acquired or leased for industrial development, alongside electricity duty exemptions spanning up to ten years for qualifying new processing installations. For small and medium-sized dairy enterprises investing in food safety standards, international quality certifications, and proprietary packaging design, the state reimburses up to 50 percent of certification costs and up to 75 percent of patent and industrial design filing fees, capped at Rs 5 lakh per enterprise. These measures lower initial capital barriers for dairy processors establishing modern manufacturing lines in northern India.

From an international commerce and supply chain perspective, the policy includes export assistance mechanisms to support processors entering overseas dairy markets. Eligible manufacturers exporting dairy products manufactured within Uttar Pradesh can claim freight subsidies covering 25 percent of inland transport costs to domestic seaports or air cargo hubs, up to Rs 20 lakh annually for three years. Additionally, approved international air and ocean shipments are eligible for subsidies equal to 20 percent of the Free on Board (FOB) cargo value, capped at Rs 40 lakh annually over a three-year period, alongside 50 percent cost-sharing for shipping commercial product samples abroad. Connecting regional milk processing directly to global logistics corridors allows processors to expand commercial distribution into Southeast Asia and Middle Eastern consumer markets.

At the farmgate procurement level, expanding modern processing infrastructure directly supports smallholder dairy economics across Uttar Pradesh’s rural milk sheds. Transforming raw milk into shelf-stable, high-value consumer products—such as specialized milk powders, packaged paneer, and clarified butter—absorbs seasonal flush supplies and shields rural households from exploitative middleman pricing. Funding dedicated village-level bulk milk coolers, insulated road tankers, and electronic fat testing centers ensures fair component-based payouts for millions of smallholder producers who depend on daily milk checks for household liquidity. Heading into 2027, the disciplined execution of these industrial incentives will remain crucial to attracting commercial dairy investment, upgrading supply chain cold chains, and reinforcing Uttar Pradesh’s position within the national dairy economy.
