The state’s dairy herd composition reflects a balanced reliance on both cow and buffalo milk pools, generating 13.11 million tonnes of cow milk and 24.35 million tonnes of buffalo milk annually. This dual production model provides high-fat milk streams that align with domestic consumer preferences for traditional dairy items, fluid milk, and processed fats. Expanding primary production is supported by public initiatives like the Nand Baba Milk Mission, which provides targeted incentives to strengthen organized village procurement and improve animal husbandry practices.

A critical driver of Uttar Pradesh’s dairy expansion is the integration of women-led Self-Help Groups (SHGs) and community-owned milk producer companies. Enterprise models such as the Balinee Milk Producer Company in Jhansi—which aggregates over 1.35 lakh litres of milk daily from tens of thousands of rural women—demonstrate the operational efficiency of decentralized collection. By establishing direct procurement routes across hundreds of villages, these grassroots organizations eliminate intermediaries, increase farmgate pay, and channel capital back into rural households.

Parallel investments in organized processing hardware continue to absorb expanding regional milk pools. The state currently supports over 110 functional dairies across cooperative and private sectors, alongside thousands of primary village-level milk committees. Strategic capital deployment, supported by state incentives and national funds like the Animal Husbandry Infrastructure Development Fund (AHIDF), is establishing new greenfield processing plants to expand cold-chain distribution, lower post-harvest losses, and increase value-added manufacturing capacity.
