MoS Lakhan Patel is reassigned to the Anand (Happiness) Department following a rigorous performance review of state cabinet ministers.
In a significant political reshuffle in Madhya Pradesh, Chief Minister Mohan Yadav has directly assumed control of the state’s Animal Husbandry and Dairy Development Department. The portfolio was officially withdrawn from Minister of State (Independent Charge) Lakhan Patel on July 14, 2026, through a formal notification issued by the General Administration Department. Under the new cabinet arrangements, Patel has been reassigned to lead the Anand (Happiness) Department. By taking personal charge of the livestock portfolio, Chief Minister Yadav aims to directly oversee a vital rural sector that is central to the state’s economic and agricultural development plans.
While the state government did not release an official statement regarding the reasons behind the sudden portfolio shift, political observers and internal sources have linked the move to a series of rigorous, one-on-one performance reviews conducted by the Chief Minister. Over recent weeks, Yadav evaluated the progress and execution rates of all state ministries. Patel’s standing reportedly came under intense scrutiny after his department failed to launch a series of planned, high-profile cow shelters under the state’s proposed Public-Private Partnership (PPP) model, stalling a key developmental priority of the administration.
The decision to strip Patel of the ministry underscores the critical strategic importance the Yadav administration places on dairy and livestock management. Expanding raw milk production to establish Madhya Pradesh as one of India’s leading dairy-producing states has been a cornerstone of the Chief Minister’s rural economic agenda. With the state’s dairy sector undergoing structural transitions, the Chief Minister’s direct intervention is intended to streamline decision-making, fast-track pending infrastructure projects, and remove administrative bottlenecks that have historically hindered public-private joint ventures.
This administrative shake-up marks the second time in the last two years that a first-time minister has been divested of a major portfolio following an internal performance audit by the Bharatiya Janata Party (BJP) leadership. In July 2024, Cabinet Minister Nagarsingh Chouhan was famously reassigned from the prestigious Forest Department to the Scheduled Castes Welfare Department under similar evaluation processes. The latest reassignment of Patel—who is a second-term MLA representing the Patharia constituency in Damoh district and a prominent OBC leader from the Bundelkhand region—has fueled intense speculation in Bhopal that a broader cabinet reshuffle may be imminent.
As Chief Minister Yadav consolidates his executive grip, he now directly oversees 11 key state portfolios, including Home, General Administration, Industrial Policy, and Animal Husbandry. The restructuring of the dairy and livestock ministry comes at a time when Madhya Pradesh is trying to modernize its rural economy, manage livestock welfare, and enhance smallholder dairy incomes. By placing the department directly under the Chief Minister’s Office, the state administration is signaling a zero-tolerance approach to missed departmental targets and prioritizing execution efficiency across all primary agricultural sectors.
