Major investigation links temple ghee scandal to officials, dairy experts and widespread supply fraud.

India’s Central Bureau of Investigation (CBI) has named 36 individuals as accused in the high-profile Tirupati laddu ghee adulteration case, including nine officials from the Tirumala Tirupati Devasthanams (TTD) and five dairy industry experts. The charges were laid out in a final chargesheet filed by a CBI-led Special Investigation Team (SIT) in the Nellore Anti-Corruption Bureau court after a prolonged probe into allegations surrounding the sacred temple’s prasadam supplies.

The SIT’s findings indicate that the product sold to TTD as pure cow ghee was in fact artificially manufactured using palmolein oil, palm oil, palm kernel oil and other cheap ingredients. To mask these substitutions, the adulterated ghee was boosted with additives such as beta-carotene, acetic acid ester, and artificial ghee flavour, apparently to mimic the colour, aroma and lab test signatures of genuine ghee used for the temple’s revered laddus.

Investigators allege that the dairy experts named in the chargesheet colluded with manufacturers, suggesting a coordinated effort that misled both the temple trust and quality-control systems. The elaborate scheme reportedly involved forged documentation and deceptive supply chains that allowed adulterated material to pass routine procurement checks over an extended period.

Political and public controversy has surrounded the case since late 2024, when Andhra Pradesh political leaders accused the previous state administration of compromising laddu integrity by using substandard ingredients, including suspected animal fats — allegations that sparked nationwide debate and concern among devotees and consumers. The Supreme Court subsequently ordered a deeper investigation, elevating the case to a multi-state inquiry by the CBI-led SIT.

The chargesheet marks a significant milestone in the legal process, but it also highlights potential vulnerabilities in large-scale institutional supply chains — a focal point for food safety, quality assurance and procurement governance in dairy logistics. As the matter proceeds in court, dairy producers and supply chain managers across sectors may follow closely for implications on product authentication, traceability standards and regulatory oversight in dairy ingredient markets.
