India’s Dairy Revolution: New Milk Plant to Boost Rural Economy

CM Sukhu announces a crucial milk processing unit in Arki, alongside major price hikes and e-truck subsidies to support Himachal Pradesh farmers.

The state government of Himachal Pradesh has intensified its focus on bolstering the rural economy and directly benefiting local producers through ambitious new initiatives. Chief Minister Thakur Sukhvinder Singh Sukhu announced the establishment of a dedicated milk processing unit within the Arki Assembly constituency of Solan district, marking a significant step toward developing local dairy infrastructure. This strategic investment aims to provide a reliable market and enhance the value of milk produced by area farmers, aligning with the broader goal of making Himachal Pradesh a self-reliant state.

A cornerstone of the government’s pro-farmer policy is the substantial increase in direct financial incentives for animal husbandry. Over the last two years, the state has dramatically raised the milk procurement price by ₹21, ensuring dairy farmers receive better compensation for their produce. Furthermore, the government has introduced a program to purchase cow dung from farmers at ₹3 per kilogram, alongside providing Minimum Support Price (MSP) for naturally grown agricultural products like maize, wheat, barley, and raw turmeric, ensuring diversified income streams.

Beyond the farm gate, the administration is addressing crucial logistical challenges faced by the dairy supply chain and other rural industries. The Chief Minister announced a forthcoming scheme to provide a 40% subsidy for truck operators seeking to convert their diesel vehicles to e-trucks. This initiative is expected to particularly benefit operators in key transport hubs like Darlaghat and Barmana, promoting sustainability while reducing operational costs for the transportation sector, which is vital for moving goods, including dairy products.

These localized efforts are complemented by large-scale, state-wide investments in dairy infrastructure. The Agriculture Minister, Chaudhary Chandra Kumar, highlighted that the state’s largest milk processing plant is currently under construction at Dhagwar in the Kangra district, designed with a substantial capacity to process 2 lakh liters of milk per day. This facility, coupled with the new unit in Arki and the launch of the Doodh Protsahan Yojana, demonstrates a robust, top-to-bottom strategy to modernize the Indian dairy sector in the region.

Finally, the government is introducing comprehensive support systems for livestock health and farmer well-being. Recognizing accessibility issues, doctors have been instructed to form clusters spanning three to four panchayats to proactively visit farmers and provide on-site livestock health check-ups. This focus on improving livestock breeds is deemed essential for maximizing farmer income. CM Sukhu stressed that this is “just the beginning,” signaling continuous support for the rural economy, which includes critical disaster assistance for affected families.
