The Food Safety and Standards Authority of India (FSSAI) is weighing a nationwide prohibition on the production, distribution, and commercial use of “analogue paneer,” according to official statements made by FSSAI Chief Executive Officer Rajit Punhani. Disclosed in an interview with NDTV and reported by Business Today, the central food safety regulator will convene a crucial plenary meeting with food safety commissioners from all states and union territories next Thursday to establish a unified consensus. If states concur, the FSSAI plans to formalize an all-India ban to eliminate non-dairy substitutes masquerading as genuine milk paneer.

The regulatory push follows unilateral enforcement actions taken across regional jurisdictions, where eight states—including Maharashtra, Gujarat, Karnataka, Madhya Pradesh, and Chhattisgarh—have already enacted state-level bans or criminal crackdowns on analogue paneer. Punhani underscored that while cheese analogues formulated from vegetable fats maintain recognized niche markets internationally, paneer occupies an irreplaceable dietary role across India as a primary staple and fundamental protein source for millions of households. Widespread substitution with cheap industrial imitations undermines basic public nutrition while deceiving consumers regarding essential nutrient intake.

Analogue paneer is an industrial substitute manufactured by replacing authentic milk fat and milk solids with hydrogenated vegetable oils, palm oil, binding starches, chemical emulsifiers, and artificial whiteners. While authentic dairy paneer delivers high concentrations of bioavailable dairy protein and calcium, plant-fat analogues contain substantially lower protein levels alongside elevated trans-fat and hydrogenated lipid profiles. Health experts caution that regular consumption of these starch- and palm-oil-heavy formulations increases bad cholesterol, exacerbates cardiovascular risk, and contributes to metabolic imbalances without supporting musculoskeletal health.

A nationwide prohibition would directly disrupt the commercial economics of India’s foodservice, restaurant, catering, and street food sectors. Because analogue formulations wholesale at nearly half the price of genuine dairy paneer, commercial kitchens have heavily relied on synthetic blocks to pad operating margins in curries, snacks, and banquet dishes. Transitioning exclusively to milk-derived paneer will force food service operators to absorb significant raw material cost inflation, overhaul procurement networks, audit supplier integrity, and clearly label menus to prove compliance or face severe statutory fines, prosecution, or delisting from digital delivery platforms.

For the organized dairy industry, an enforced national ban represents a major commercial victory against unfair synthetic competition. In recent years, cheap vegetable-fat imitations have eroded retail price floors and siphoned substantial value away from legitimate dairy farmers and cooperative processors who adhere to rigorous milk testing and cold-chain compliance. Standardizing dairy paneer strictly as a milk-derived product across India is poised to drive massive fresh milk intake, restore farmgate value capture, and reinforce structural food safety across the country’s multi-billion-dollar dairy market.
