SCMP analyzes how Modi balances U.S. tariff pressure with India's deep industrial reliance on Chinese supply chains and raw materials.
High-Stakes Balancing Act Modi Navigates US Tariff Demands Amid Deep Chinese Supply Chain Ties

Escalating Washington trade pressures force New Delhi to weigh strategic concessions against its heavy industrial reliance on Chinese intermediate inputs.

An analysis by the South China Morning Post examines the complex economic and geopolitical tightrope facing Indian Prime Minister Narendra Modi as Washington intensifies global trade pressure. While U.S. tariff threats and trade negotiations aim to push New Delhi into aligning more closely with Western supply chain strategies, India’s domestic manufacturing sector remains deeply entangled with Chinese intermediate goods, raw materials, and processing technologies. This structural dependency leaves Indian policymakers caught between Washington’s geopolitical demands and Beijing’s industrial dominance.

The friction is increasingly visible across India’s domestic economy, where street-level manufacturing and consumer hubs reflect broader supply chain vulnerabilities. Across key industrial sectors—ranging from electronics assembly to active pharmaceutical ingredients (APIs), green energy components, and rare earth processing—Indian manufacturing operates largely as an assembly hub relying on imported Chinese inputs. Any abrupt attempt to force a complete decoupling from Chinese suppliers threatens to disrupt local supply chains, inflate manufacturing costs, and erode export competitiveness.

In response to Washington’s aggressive tariff posture and demands for market access, New Delhi has pursued a delicate diplomatic strategy. Prime Minister Modi’s administration has offered targeted duty reductions on select U.S. goods, including energy products and high-value manufactures, in an effort to secure trade relief. However, Indian trade negotiators face an uncomfortable structural reality: expanding export volumes to the U.S. market requires a continuous, cost-effective flow of Chinese capital equipment and raw materials, making total alignment with Washington’s anti-China trade policies economically unviable.

At the same time, New Delhi has taken steps to repair regional communication channels with Beijing to defuse border friction and preserve essential commercial flows. Despite strategic rivalry and security concerns along the Line of Actual Control, India recognizes that China accounts for a massive share of its total foreign trade and dominates critical manufacturing supply chains. As a result, complete economic isolation from China remains neither practical nor desirable for India’s long-term industrialization goals.

Ultimately, the analysis underscores that India’s geopolitical maneuvering is limited by its bifurcated economic positioning. While Washington views India as a strategic counterweight to China in the Indo-Pacific, New Delhi must prioritize domestic economic stability, job creation, and industrial growth. As trade talks progress, Modi faces the challenging task of reassuring U.S. trade partners without triggering severe supply chain disruptions or provoking trade retaliation from Beijing.
