
Kerala’s government unveils a dairy transformation plan targeting milk self-sufficiency with tech, livestock support and sustainability.
Kerala’s dairy sector is accelerating toward a major milestone: achieving full milk self-sufficiency by 2031, driven by a reported 14% increase in annual milk production to roughly 25.27 lakh metric tonnes, according to the state’s Animal Husbandry and Dairy Development minister. This growth signals stronger local output and intensifying policy focus on meeting domestic demand without reliance on imports.
Central to the strategy is enhancing cow productivity by about 12.5% through modern breeding technologies. The government plans to distribute subsidised sex-sorted semen and advanced breeding inputs to farmers, while establishing heifer parks and veterinary ambulances across all administrative blocks to ensure animal health and improved herd genetics.
A new Centre of Excellence for Advanced Technologies in Bovine Production and Research is being built with an initial Rs 80 crore investment to support indigenous embryo transfer and IVF services at lower cost — reducing dependence on costly imports and fostering cutting-edge dairy science in the state.
Kerala’s holistic livestock agenda extends beyond milk to include higher egg and meat output, reinforcing the government’s broader agricultural diversification goals and strengthening rural value chains. These initiatives are aligned with increased investments in productivity, sustainability, and producer welfare.
For international dairy producers, processors and market analysts, Kerala’s dairy push offers a compelling case of coordinated policy, technology adoption, and farm support programs aimed at narrowing supply gaps, boosting rural incomes and building resilience in a traditionally import-dependent dairy environment.
