White Revolution 2.0 Aims 50% Milk Procurement Surge

India’s cooperative-led dairy expansion targets higher farmer incomes, stronger rural markets, and greater women’s empowerment by 2028–29.

The Government of India has introduced White Revolution 2.0, a cooperative-driven strategy designed to expand dairy coverage, strengthen farmer participation, and raise milk procurement by 50% within five years. The initiative sets a target of reaching 1,007 lakh kilograms of daily milk procurement by 2028–29 while improving access to organized dairy markets in previously underserved regions.

The programme follows a two-pronged expansion model focused on widening cooperative presence and reinforcing the effectiveness of existing dairy societies. Plans include establishing approximately 75,000 new Dairy Cooperative Societies in uncovered villages and panchayats, alongside strengthening 46,422 current cooperatives to enhance market connectivity, farmer income opportunities, and nutritional availability through improved milk distribution networks.

Infrastructure and technology deployment form a central pillar of the initiative. Investments will support Automatic Milk Collection Units, data-processing systems, quality-testing equipment, and Bulk Milk Coolers to modernize procurement and handling. Funding is being channelled through the National Dairy Development Programme 2.0 administered by the Department of Animal Husbandry and Dairying, ensuring standardized implementation and operational efficiency across states.

Women’s participation is a defining component of White Revolution 2.0. With women representing nearly 70% of the dairy workforce—engaged in milking, feeding, herd management, and animal health—the initiative seeks to formalize and elevate their economic role through cooperative integration. Women-led dairy cooperatives are positioned as vehicles for both social empowerment and improved household nutrition via expanded access to protein-rich dairy products.

By integrating smallholders into organized value chains and strengthening cooperative infrastructure nationwide, the programme aims to stimulate rural employment, raise farm incomes, and consolidate the country’s leadership in global milk production. The cooperative-centric growth model underscores dairy’s strategic importance to food security, nutrition, and long-term agricultural development.
