The decision by Karnal MC has been taken to ensure a complete ban on cow dung from dairies until they are shifted to the dairy complex site at Pingali village of the district. However, the Karnal MC will charge the dairies for the collection and disposal of the cow dung.

As owners failed to shift dairies outside Karnal city, the Karnal Municipal Corporation has decided to start the collection of cow dung from dairies in the city and will also dispose it of.

The decision has been taken to ensure a complete ban on cow dung from dairies until they are shifted to the dairy complex site at Pingali village of the district. However, the Karnal MC will charge the dairies for the collection and disposal of the cow dung.

Deputy municipal commissioner (DMC) Vinod Nehra held a meeting with dairy owners. He said the sanitation team has already conducted survey of such diaries and the collection of cow dung will start from the next week.

“Stern action will be taken against dairy owners if they will not cooperate with the MC,” he added. He said the cow dung being discharged from the dairies was causing serious sanitation issue in the city leading to choking of the sewerage system. As per the officials, the dairies have been divided into three categories and they have to pay ₹150 to ₹250 per cattle monthly for the collection and disposal of the cow dung twice a day.

On the other hand, shifting of the dairies outside Karnal city remained a challenge for the authorities as they have given repeated warnings and notices.

Karnal MC has created a dairy complex in Pingali village and the owners of the diaries were provided plots on cheaper rates, but the dairy owners were reluctant to move as they said that the shifting of dairies will affect their earnings, besides financial burden. Even several dairy owners have purchased plots but they did not start construction of sheds as so far only 12 dairies have been shifted and 22 dairy owners who have constructed sheds have been given three months to shift their dairies.

Nehra said that the collection and disposal of the cow dung will start from the next week and separate sanitation workers will be deputed for the task and tractor-trailers will be allotted to them. The cow dung will be taken to the CNG plant, and it will be treated but the collection of garbage will continue until the dairies are shifted.

Shifting of dairies from Karnal city is a long pending issue and it was announced by the Indian National Lok Dal government in 2002 and the successive governments could not persuade the dairy owners. As per the MC survey conducted in 2020, there were total 188 dairies located in Karnal city as of now only 12 have been shifted and 22 others have constructed cowsheds. The officials said that total 231 plots for the dairies have been created in the Dairy Complex and 136 plots have already been allotted after draw of lots while 95 plots could not be allotted yet. The Karnal MC has also issued strict instructions to the dairy farmers who have been allotted the plots but did not start the construction yet.

Union minister for fisheries, animal husbandry and dairy Rajiv Ranjan Singh on Monday said govt was working to make the country free from foot and mouth disease (FMD) by ensuring that milk and dairy products exports were allowed to go to European countries.
