The State-wise estimation of Milk, Meat, Egg and Wool production is done by Department of Animal Husbandry & Dairying annually through Integrated Sample Survey conducted through State Animal Husbandry Department. Total milk production in the country during 2022-23 was230.58 million tonnes and per capita availability was 459 grams per day per person in the same period.
As regards consumption of milk, National Sample Survey Office (NSSO) conducts Household Consumption Expenditure Survey at regular intervals wherein information on the consumption of food and non-food items by the household is collected including consumption of milk & milk products. As therein per capita consumption of milk was 164 grams per day per person in rural area and 190 grams per day per person in urban area during 2022-23.
The per capita availability of milk in India was higher than the consumption during 2022-23.
Food Safety and Standards Authority of India (FASSI)is a statutory body under Department of Health & Family Welfare that ensures the safety and quality of food in India. FSSAI is fully committed to ensure the availability of safe food products to the consumers across the country.
Towards this, FSSAI through State/UTs and its Regional Offices conducts regular surveillance, monitoring, inspection and random sampling of various food products including dairy products, spices and fortified rice, to check compliance with the quality and safety parameters and other requirements as laid down under Food Safety and Standards (FSS) Act, 2006, and regulations made there under.
In cases of non-compliance to the statutory requirements as above, penal action is initiated against the defaulting Food Business Operators (FBOs) as per the provisions laid down under the FSS Act. Further, FSSAI has conducted pan-India surveillances for milk and milk products in 2011, 2016, 2018, 2020, 2022 and 2023. The details of the measures taken by the Department of Animal Husbandry & Dairying to address milk adulteration and quality standards in the country is placed at Annexure I.
Under National Programme for Dairy Development (NPDD) scheme, 10 projects have been approved in Punjab including Amritsar district with the total project cost of Rs.27,907.38 lakh including central share of Rs.18,441.39 lakh and out of this an amount of Rs.15,509.46 lakh has been released till date. Milk Union Amritsar has received Central share of Rs.1873.13 lakh under NPDD projects out of which Rs.1504.22 lakh has been utilised.

National Programme for Dairy Development
Department of Animal Husbandry & Dairying (DAHD) is implementing National Programme for Dairy Development (NPDD) scheme across the country since February 2014. The scheme has been restructured/ realigned in July 2021 for implementation from 2021-22 to 2025-26 with following two components:
(i) The Component ”A” of NPDD focuses on creating/strengthening of infrastructure for quality milk testing equipment as well as primary chilling facilities for State Cooperative Dairy Federations/ District Cooperative Milk Producers’ Union/SHGs/Milk Producer Companies/Farmer Producer Organizations.
(ii) The Component ‘B’ of the NPDD scheme “Dairying through Cooperatives” has the aim to increase sale of milk and dairy products by increasing farmer’s access to organized market, upgrading dairy processing facilities and marketing infrastructure and enhancing the capacity of producer owned institutions. JICA assisted projects with Loan and grant assistance.
Major steps initiated by the Department of Animal Husbandry and Dairying (DAHD) to address milk adulteration and ensure quality standards in the country:
- DAHD has been implementing Dairy Development schemes namely: National Programme for Dairy Development (NPDD) and Dairy Processing and Infrastructure Development Fund (now subsumed under Animal Husbandry Infrastructure Development Fund) across the country to create necessary infrastructure for chilling, processing & testing of milk and milk products through dairy cooperatives, milk producer companies etc.
- NPDD has been restructured/realigned in July 2021and will continue to be implemented from 2021-22 to 2025-26. Component A of the scheme focuses primarily towards creating/strengthening of infrastructure for quality milk testing equipment as well as primary chilling facilities. Under the scheme, 5125 Bulk Milk Coolers with 113.30 lakh litres chilling capacity installed, 4267 Milk Analyser, 47, 857 Automatic Milk Collection Unit/Data Processing and Milk Collection Unit with Milk Analyser and 6,266 Electronic Milk Adulteration Testing Equipments have been installed at village level dairy cooperative societies. In addition, 231 dairy plant laboratories have been strengthened & one State Central laboratory each for 15 major milk producing States have been approved to test all Milk Parameters, Adulterants, Residues, Heavy Metals, Microbiological etc.
- A uniform logo under the Confirmatory Assessment Scheme was formed by DAHD and Bureau of Indian Standards (BIS) in consultation with various stakeholders including NDDB, featuring the earlier respective logos BIS-ISI mark & NDDB-Quality Mark and Kamdhenu Cow. This has brought ‘Product–Food Safety Management System–Process’ certification under one umbrella.
