
Jammu and Kashmir Dairy Farmers Association (JKDFA) has urged the UT administration to review the proposed Dairy Cattle Bye-Laws, 2024, citing serious concerns over their practicality and potential impact on the livelihood of longstanding urban dairy farmers.
In a statement, JKDFA president Sandeep Singh Chib said many of the draft provisions are impractical, particularly for farmers who have operated within municipal limits for generations. He highlighted that the new spatial norms are unfeasible in urban areas due to limited land availability and high population density.
Chib called for inspections to be conducted by qualified officers under clear guidelines and a defined grievance redressal mechanism to avoid misuse of power. He also emphasized the need to streamline the licensing process through a single-window system under municipal oversight, rather than involving multiple departments.
The Association further demanded rationalization of fees and penalties based on herd size and nature of violations, along with the provision of suitable rehabilitation measures and infrastructure for affected farmers. JKDFA also stressed on including standards for animal welfare, medical care, and sustainable waste management in the bye-laws to ensure a balanced approach that supports both regulation and farmers’ livelihoods.
