JKDFA champions subsidies and cooperative reform at pivotal dairy summit.

The Jammu & Kashmir Dairy Farmers Association (JKDFA), led by President Sandeep Singh Chib, made a strong case for grassroots empowerment at a convention hosted by SKUAST-K on July 2, 2025, attended by India’s Minister for Fisheries, Animal Husbandry & Dairying Rajiv Ranjan Singh. Showcasing regional dairy products, the JKDFA emphasized a cooperative model that links farmers directly to consumers, ensuring stable returns and fair pricing.

Alongside product demonstrations, the JKDFA submitted a comprehensive memorandum demanding targeted interventions such as subsidies for milk processing and chilling infrastructure, representation in the Kisan Board, checks on monopolistic practices, and reinstatement of the HADP fodder scheme. They also called for smoother cooperative registration, quicker subsidy disbursement, and permission to purchase livestock locally under subsidy programs—steps that align with global best practices in dairy governance.

JKDFA stressed the essentials of departmental coordination, especially boosting support from the State Animal Husbandry Department. They flagged the urgent need for relief measures for urban dairy operators coping with municipal regulations, a common pressure point in many emerging dairy economies. These calls reflect a broader international trend: improving regulatory frameworks is crucial to sustaining smallholder viability in dairy.

The president reiterated JKDFA’s vision for a “White Revolution 2.0” in Jammu & Kashmir. By advocating cooperative-driven milk systems with proactive government backing, the association hopes to replicate global dairy amplification models that hinge on farmer-led collectives, public-private coordination, and value-chain integration.

JKDFA’s proactive engagement at SKUAST-K underscores a strategic shift: dairy farmers are asserting influence over policy and institutional discourse to future-proof their sector. The summit marked a meaningful step toward embedding farmer voices in decision-making—a template for other agrarian regions navigating commercialization and rural livelihoods.
