
New cooperative-led strategy targets 25% global milk share, sustainability, and rural empowerment.
India reaffirmed its global leadership in dairy, producing 239.3 million metric tonnes in 2023–24—25% of world output—and contributing 3.5% to the national economy. While producers consume 37% of that output, the remaining 150 MMT is largely distributed through unorganized channels, with cooperatives handling just 32% of marketable surplus.
To combat fragmentation, adulteration, and limited value addition, the Ministry of Cooperation launched White Revolution 2.0, a cooperative-led reform to modernize dairy systems, enhance farmer income, boost rural employment, advance women’s participation, and embed sustainability and circular economy principles.
Key targets by 2028–29 include establishing 75,000 new dairy cooperative societies and strengthening 46,422 existing ones. A new framework introduces three multi-state cooperatives tasked with supplying technical inputs, transforming waste into organic manure and biogas, and managing byproducts like hides and bones.
Developed through a “whole-of-government” approach in coordination with NDDB and DAHD, the plan is backed by a Standard Operating Procedure (Margdarshika) launched in September 2024, alongside a formal rollout on December 25, 2024, to ensure streamlined implementation.
Strategic collaboration with NABARD will integrate green financing models, develop climate-resilient infrastructure, expand market access, and reinforce cooperative capacity—positioning India’s dairy sector for inclusive and sustainable growth.
