India Tightens Dairy Vending Safety Rules

FSSAI mandates rapid adulteration testing at milk kiosks to protect consumers and strengthen dairy food safety nationwide.

India’s Food Safety and Standards Authority of India (FSSAI) has issued a new directive targeting dairy units that sell milk and milk products through temporary or fixed vending machines, kiosks and automated dispensing systems. The move aims to boost food safety, ensure consumer protection and uphold fair trade practices across all points of milk distribution in the country.

To combat the longstanding challenge of adulteration in milk and dairy products, FSSAI is requiring all such dairy units to keep or make available FSSAI-approved rapid test kits at vending and kiosk locations. These Rapid Analytical Food Testing (RAFT) kits enable on-the-spot detection of common adulterants in milk, enhancing transparency and quality assurance for consumers and regulators alike.

The initiative also underscores the importance of consumer engagement in food safety. Dairy units must display simple instructions on how to use the rapid test kits, and are encouraged to either allow consumers to test milk themselves or have trained staff demonstrate the tests — a step designed to build trust and empower buyers at the point of sale.

In addition to making test kits accessible, vending and kiosk operators must ensure that all kits are within their validity period and stored according to manufacturer guidelines, and must maintain records of kit usage and results. This requirement supports traceability and accountability within the dairy supply chain, from producer to dispenser.

For the international dairy sector — where food safety standards are critical to market access and consumer confidence — India’s strengthened compliance framework highlights an emerging emphasis on adulteration control and participatory food safety culture. As emerging markets adapt similar measures, dairy processors, equipment suppliers and policy analysts will be closely watching implementation outcomes.
