
Amit Shah Unveils Ambitious Plan to Bolster Cooperatives and Rural Prosperity.
Union Cooperation Minister Amit Shah has announced a major government initiative, White Revolution 2.0, with an ambitious goal to increase milk procurement by 50% over the next five years through a cooperative-led model. The announcement was made during a meeting of the Parliamentary Consultative Committee, where Shah highlighted a broad strategy to transform cooperatives into vibrant business units. This overarching plan for India’s agribusiness sector is also focused on the formation of 2 lakh multipurpose cooperative societies, with over 35,000 already established.
Significant progress has already been made under this new revolution. The article notes that more than 15,691 new Dairy Cooperative Societies have been registered, and over 11,871 existing ones have been strengthened. In a move toward sustainability, the National Dairy Development Board (NDDB) and 25 Milk Unions from 15 states have signed Memorandums of Understanding (MoUs) to establish biogas plants within these cooperatives. This initiative highlights the government’s commitment to both modernizing the sector and promoting eco-friendly practices.
The minister also introduced three new national-level cooperative societies designed to drive development. The National Cooperative Organic Limited (NCOL) will handle the certification, branding, and marketing of organic products, ensuring better prices for farmers. The National Cooperative Export Limited (NCEL) will provide a platform for international exports, with all profits directly benefiting the farmers. Finally, the Bharatiya Beej Sahkari Samiti Limited (BBSSL) is focused on the conservation and production of India’s traditional seeds, a key strategy to support small farmers with valuable, traditional resources.
To further institutionalize and strengthen the cooperative ecosystem, the Ministry of Cooperation has undertaken over 100 initiatives in the past four years. These include digital reforms, policy changes, financial support, and capacity building for institutions like Primary Agricultural Credit Societies (PACS) and cooperative banks. The National Cooperative Policy-2025 provides a comprehensive roadmap for these efforts, ensuring coordination with existing government schemes to empower cooperatives at the grassroots level and drive inclusive growth.
A groundbreaking development in this strategy is the establishment of Tribhuvan Sahkari University through a Parliamentary Act, which has been declared an institution of national importance. This university will play a pivotal role in standardizing cooperative education and training, ensuring the sector is equipped with a skilled workforce for the future. Shah’s message to the committee members urged them to strengthen the dairy sector in their respective states, reinforcing the government’s commitment to empower cooperatives as vital engines of growth and self-reliance in rural India.
