
Producers in Himachal Pradesh are demanding fixed milk payments, policy clarity and uninterrupted procurement to protect dairy investments.
Dairy farmers in Himachal Pradesh are calling for urgent reforms to stabilise the sector, with payment delays emerging as one of their biggest concerns. At a meeting organised by the Mandi Milk Federation, farmers, livestock producers and rural entrepreneurs urged the government to guarantee milk payments on a fixed monthly date, similar to salaried employees. They argued that irregular payments make it difficult to manage household expenses, repay loans and maintain dairy operations.
Another major issue raised was uncertainty over possible limits on milk procurement. Farmers said recent discussions about capping milk collection at 10 to 12 litres per producer have created anxiety across the sector. Many warned that such restrictions would discourage expansion and reduce confidence among younger producers who have invested in dairy farming through government-backed schemes.
Young dairy entrepreneurs expressed particular concern about the long-term viability of their businesses. Many entered the sector after taking out loans and investing in new dairy units, encouraged by state incentives. They cautioned that any move to restrict milk procurement could make it harder to service debt, threatening both rural livelihoods and future investment in the dairy economy.
Farmers also demanded a strict “No Milk Holiday” policy to ensure that milk collection is never suspended. Because milk is highly perishable, even short interruptions caused by technical problems at processing plants can result in serious losses. Producers said the government should put alternative arrangements in place, such as diverting milk to other processing facilities whenever disruptions occur.
The meeting concluded with a broader appeal for greater policy clarity and stronger support for commercial dairy farms. Participants said persistent rumours that milk from larger dairy units may no longer be accepted have created uncertainty among investors and entrepreneurs. Farmers urged the government to quickly define its policy and introduce more transparent, farmer-friendly rules to restore confidence in Himachal Pradesh’s dairy sector.
