Dairy farmers milk the clock as notices unserved

Almost two weeks have passed since civic body officials claimed they would serve notices to dairy owners at Tajpur Road and Haibowal dairy complexes for dumping waste into Buddha Dariya. However, no action has yet been taken against the errant dairy farmers. The officials announced their intention to start serving notices on September 23, giving the dairy farmers two days to respond.

The Municipal Corporation (MC) indicated it would recommend disconnecting their electricity and imposing environmental compensation through Powercom and the Punjab Pollution Control Board (PPCB).

Teams that were formed for this initiative included officials from the Punjab Pollution Control Board and Punjab State Power Corporation Limited. According to MC officials, there are approximately 350 dairy units in Haibowal and 200 units at Tajpur Road. Additionally, several scattered dairy units operate within residential areas, but those will be addressed later as the focus remains on the larger dairy complexes.

With effluent treatment plants now completed, dairy farmers are required to connect their sewer lines to these facilities so that wastewater from their units is directed for treatment. They must also make arrangements for cow dung disposal, ensuring it does not enter Buddha Dariya. When contacted, Chief Engineer MC Ravinder Garg stated that most staff members are currently deployed for panchayat election duties, which means action will be delayed until after the elections.

Notably, this is not the first time civic body officials have attempted to address this issue. Last year, they began issuing fines to dairy farmers, but the initiative was halted after intervention from a ruling party MLA, who warned officials against proceeding with the drive. This raises concerns that the current efforts may also be superficial.

Meanwhile, plans for a proposed bio-CNG plant at Tajpur Road and an extension of an existing bio-CNG plant at Haibowal remain pending. Without proper arrangements for solid cow dung disposal, finding a long-term solution to this issue will be difficult.
