Bihar’s government launches milk producers’ committees across 39,073 villages to boost dairy output, fair pricing, women’s enterprise and rural jobs.

Bihar’s government has unveiled a bold dairy strategy under the Saat Nischay-3 rural development program, pledging to set up milk producers’ committees in all 39,073 villages of the state as a cornerstone for boosting milk production and strengthening rural economies. Chief Minister Nitish Kumar emphasized that these producer groups will improve direct milk procurement and reduce dependency on intermediaries, helping livestock farmers secure fair prices and steady income.

To date, committees are already active in 25,593 villages, with the remaining 13,480 to be established within the next two years, according to official statements. The expanded network is expected to streamline milk collection from producers and link village-level output with wider supply and processing channels, increasing efficiency across the value chain.

In parallel, the government plans to scale up distribution through Sudha Milk outlets, currently available in only 100 of 8,053 panchayats, by expanding points of sale across every local council by the 2026–27 fiscal year. Priority allocation of these outlets will favor JEEViKA ‘didis’, women entrepreneurs associated with the Bihar Rural Livelihoods Promotion Society, injecting a gender-inclusive dynamic into the dairy enterprise expansion.

Officials highlight that this dairy push isn’t just about milk output but also employment generation in rural Bihar, particularly for youth and women. By fostering enterprise around milk production, processing and sales, the initiative aims to create local livelihoods, reduce migration to urban centers, and strengthen community-level economic resilience.

Beyond volume and jobs, policymakers see broader socioeconomic gains: increased availability of milk and dairy products for local consumption, stronger rural purchasing power, and enhanced self-reliance for village economies. This integrated approach aligns with wider development goals to make Bihar one of India’s more advanced states by 2030.
