India maintains strict dairy tariffs in FTAs, prioritizing farmer protection over global market access.
India Stands Firm on Dairy Tariffs in Trade Deals

Government reiterates no duty concessions to protect domestic dairy farmers.

India has reaffirmed its long-standing position of excluding the dairy sector from tariff concessions in free trade agreements (FTAs), underscoring the strategic importance of protecting its domestic dairy industry. Commerce and Industry Minister Piyush Goyal emphasized that India has never offered duty reductions on dairy products in any trade negotiations.

The policy reflects the government’s priority to safeguard millions of small-scale dairy farmers who form the backbone of the country’s milk production system. Officials argue that opening the sector to global competition could disrupt rural livelihoods and destabilize a highly decentralized production structure.

India’s stance comes amid ongoing and prospective trade negotiations with multiple global partners. While other sectors may see tariff flexibility, dairy remains a sensitive category, with policymakers consistently resisting pressure to liberalize imports of milk powder, cheese, and other dairy products.

From a global dairy trade perspective, this position limits export opportunities for major dairy-producing nations seeking access to India’s vast consumer market. At the same time, it reinforces India’s focus on self-sufficiency and domestic value chain development within its dairy economy.

The government’s approach highlights a broader tension in international trade policy between market access and domestic protection. For global dairy stakeholders, India’s firm stance signals that meaningful entry into one of the world’s largest dairy markets will remain constrained in the near term.
