
Government initiative aims to expand dairy cooperatives, boost milk procurement, and strengthen women’s participation in the sector.
The Ministry of Cooperation has outlined an ambitious strategy to strengthen India’s dairy cooperative network under the initiative known as “White Revolution 2.0.” The program seeks to expand market access for farmers and increase the share of milk handled by cooperatives in the organized dairy sector. A central objective is to raise cooperative milk procurement by 50% over the next five years.
Under the plan, daily milk procurement by dairy cooperatives is projected to reach approximately 1007 lakh kilograms by 2028-29. The strategy focuses on two key approaches: expanding the coverage of dairy cooperatives into underserved regions and deepening their reach within existing milk-producing areas. The initiative is expected to strengthen supply chains and improve farmer participation in organized dairy markets.
A major component of the program involves the creation and strengthening of around 120,000 dairy cooperative societies and related institutions. These organizations will be integrated into milk collection routes and supported with modern infrastructure such as automated milk collection units, data processing systems, quality testing equipment, and bulk milk coolers.
Women’s empowerment is another central pillar of the initiative. Government data indicate that nearly 70% of the dairy farming workforce in India is made up of women, although much of their work occurs within the informal economy. By expanding women-led dairy cooperatives and creating new societies in previously uncovered villages, the program aims to bring more women farmers into the organized dairy sector.
Funding for the initiative will come through the National Programme for Dairy Development (NPDD 2.0), administered by the Department of Animal Husbandry and Dairying. For the global dairy community, the expansion of India’s cooperative dairy system signals continued investment in milk supply chains, rural employment, and nutrition programs while reinforcing the country’s position as the world’s largest milk producer.
