State government revises and adds animal husbandry services with clear timelines to improve transparency and delivery.

The Haryana government has amended its earlier notification under the Haryana Right to Service Act, 2014 to improve the effectiveness of the Animal Husbandry & Dairy Department’s service delivery. The updated notification revises timelines for three existing services and introduces two new schemes, aiming to make departmental actions more transparent, accountable and time-bound for farmers and livestock stakeholders.

Under the revised framework, services related to the conservation and development of indigenous livestock (desi cows) and the Murrah Development Scheme must now be completed within 180 days, giving farmers predictable timelines for these key interventions. Additionally, the government has set a 100-day deadline for establishing high-tech dairy units and launching employment schemes for Scheduled Caste beneficiaries through livestock unit creation, reflecting a targeted focus on both productivity and socio-economic inclusion.

The two newly added services under the Act further expand the department’s support portfolio. A general employment scheme to help set up pig, sheep and goat units has been introduced with a 100-day completion window, while a backyard poultry establishment programme has been given an even shorter 60-day deadline. These additions aim to broaden rural livelihood options and boost smallholder engagement in diversified livestock production.

To ensure timely and effective implementation, the amendment designates specific authorities responsible for service delivery and grievance redressal. The Sub-Divisional Officer of Animal Husbandry & Dairy in each district will act as the competent authority, while the Deputy Director of the department or Intensive Livestock Development Project will serve as the First Grievance Redressal Officer. At the state level, the Credit Planning Officer / Joint Director (Planning) has been appointed as the Appellate Authority to handle escalations.

These administrative updates are part of broader efforts by Haryana to modernise its livestock and dairy services framework, align service provision with farmer expectations, and strengthen the agricultural value chain with clear benchmarks for performance. By mandating fixed delivery periods and expanding service offerings, the state is signalling a renewed commitment to livestock development, employment generation and dairy sector responsiveness.
