Rajasthan, India's second-largest milk producer, is implementing innovative schemes, empowering women, and boosting cooperatives to regain its national lead.

India’s desert state leverages innovation, women’s empowerment, and cooperatives to reclaim top milk production spot.

Many may associate India’s milk production leadership with Gujarat and its iconic Amul dairy, but few realize that Rajasthan, a state predominantly known for its arid landscapes, has consistently ranked among the nation’s top producers. According to the Central Government’s 2022 report, Rajasthan notably led the country in milk production that year and currently holds the second position, trailing only Uttar Pradesh. This impressive performance, coupled with its national leadership in wool production (contributing 45.91%), underscores the state’s robust efforts in dairy and animal husbandry and its significant role in national agribusiness.

Rajasthan’s remarkable success is largely attributed to its state government’s innovative and welfare-oriented initiatives for livestock farmers. A prime example is the Mukhyamantri Dugdh Utpadak Sambal Yojana, which provides a direct subsidy of ₹5 per litre to milk producers, significantly boosting both milk output and farmers’ incomes. Zoraram Kumawat, Rajasthan’s Minister for Animal Husbandry, Dairy, and Gopalan, highlights ongoing innovations to reclaim the top spot, including the use of Brazilian-imported semen for artificial insemination in high-yielding Gir cows, expected to more than double their milk production.

Further advancing its strategic goals, Rajasthan is actively implementing the Sex Sorted Semen Scheme to increase the cow population and ensure even higher milk production. These scientific interventions are designed to sustainably enhance both the quantity and quality of milk produced across the state, ensuring long-term growth in the dairy sector. Beyond technological advancements, the state is also focusing on strengthening human capital, particularly through women’s empowerment in dairy leadership.

At a recent three-day women’s training camp, jointly organized by the Rajasthan Cooperative Dairy Federation (RCDF) and the National Commission for Women at the Banas Dairy Complex, Minister Kumawat emphasized efforts to enhance women’s roles. Women secretaries from 48 milk committees in Jaipur, Sikar, Bharatpur, and Tonk are receiving specialized training to improve cooperative operations and boost their managerial skills. This initiative, with plans for future expansion, recognizes the dairy sector as a powerful engine for women’s empowerment and aims to significantly increase women’s participation in dairy cooperatives and unions.

Experts stress the need for Rajasthan to transform its cooperative dairy initiatives into a widespread mass movement, mirroring the success seen in Gujarat and Maharashtra. The state is actively promoting healthy competition among dairy cooperatives and encouraging direct engagement with dairy farmers at the village level. The focus is squarely on improving operational models, enhancing profitability, and recognizing high-performing cooperatives. With a significant share of Delhi’s milk already supplied by Rajasthan, the new Bhajan Lal government is taking fresh, determined steps to combine innovation, cooperation, and grassroots empowerment, cementing Rajasthan’s ambition to regain its number one position in India’s dynamic dairy economics.
